You are awarded a penalty by the referee, if you "win" a penalty then it suggests conscious effort on your part to get the penalty in which case it's most probably involved a dive or additional theatrics which is essentially cheating.

 You can get a real diddy of a defender to foul you .Lull them in , quick feet .., bang. I wouldn't say that was cheating.
