We desperately needed a defender beforecyhe Burnley game, couldn't get one signed and got Hoban in at the last minute. This is demonstrated by the fact that he was signed and played in a crucial Europa League match despite having barely trained with the squad. That is last minute.

Last minute does not mean the last minute ever available to do anything ever, it means the last minute to do the particular thing that you need to do. i.e. signing a defender to play against Burnley, on the last day it is possible to register him to play against Burnley.
