That's not true at all. They are playing as Russia, not a neutral team. The ban doesnt apply for UEFA tournaments, only FIFA ones.

True depending on the severity of the crimes they have been convicted. However, some of the states that comprised the former USSR were able to compete as the CIS at the Euros in 1992 and as the Unified Team at that year's Summer Olympics, so wouldn't be surprised if the Russians managed to overcome the ban by going under a slightly different banner in order for their legitimate sportsmen and sportswomen to still compete internationally.
