I actually spoke to the guy the other day. They have a wee ANPR cameras on their vans that ping if they register an untaxed car.

Private companies can't but the DVLA must he able to. It's contracted out to a private company though so that complicates it further. It's not beyond the realms of possibility the boy made a cunt of it though.
