Head of recruitment is significantly higher up the ladder than a UK youth scout. He’s that far down the ladder at Liverpool they won’t even let him leave Britain.

Both Miller and Cathro dropped from managers to coach’s just like Richardson has dropped from head of recruitment to a UK based youth scout.
