Not everybody in the ground pal. 

Hungarian nationals did due to the high level of vaccinations achieved there. International residents just had to show a negative test 72 hours prior to the game.

I don't even think that is their rationale. It's due to cases going up. Having the vaccine doesn't stop you testing positive. It just decreases the chances of you dying if you're an auld and vulnerable person. 99.9% of folk under 60yrs of age don't even need to vaccine.
