It even found its way onto the Andrew Marr Show this morning with that clown Zahawi referring to it on a couple of occasions when Andrew Marr is looking for answers to questions that are effecting everybody lives in the UK.

Anyways ,, rolls, cobs, barm cakes, baps are the same thing. A rowie is a different thing entirely .

These below items,are the things that N/Easterners call butterries or rowies depending which area you live.I call them both

Is the confusion coming from the fact that theyre known as Aberdeen rolls South of Stoney? The items below are known up here as Softies,Baps, or Rolls

A rowie is called a rowie down this way. They're not massively common though. I only really see them in Aldi. 
 

the 2nd picture you've posted is a roll. Some may call is a bap, but to me a bap is a softer, lighter style, with a sprinkling of flour on the top.
